Services (SIQUAS)
Administrative units that provide support to Spanish universities have been actively participating in initiatives to assess quality for over a decade. This demonstrates a clear commitment to and alignment with a philosophy of continuous improvement. Institutions of Higher Education have been and are both participants and promoters of this philosophy.

The role of these administrative units in university management has been and remains essential to achieving comprehensive quality management in these institutions.

In addition to establishing the objectives sought through quality assurance systems, article 31 of Organic Law 4/2007 of 12 April, which modifies Organic Law 6/2001 of 21 December on Universities, states the need to establish common criteria that facilitate assessment, certification and accreditation of basic activities at all centres of higher education. This includes instruction, teaching, research, and management. These common criteria must also follow international standards of quality.

SYSTEM OBJECTIVES

    1. To offer an accreditation system with criteria comparable to the European Quality Assurance Standards and Criteria (EQA) to administrative support units.
    2. To adapt dimensions of assessment to the real sphere of action of administrative support units, without losing the institution’s global perspective.
    3. To provide a simplified and flexible assessment system in which these units can repeat earlier quality initiatives.

DIMENSIONS OF ASSESSMENT

  1. Quality policy
  2. Planning by objectives
  3. Internal organisational structure
  4. Human resources
  5. Material resources
  6. Processes for the provision of services
  7. Results
