WHO IS ENTITLED TO A POSTAL VOTE?
With regard to the Elections of 27 May 2007, voters who will be absent from their corresponding voting locality on the election day may request a postal vote.
Persons who for reason of illness or disability are not able to attend the polling station in person are also entitled to a postal vote.
Once a voter has requested a postal vote, he/she cannot vote in person.
HOW DO I GET A POSTAL VOTE?
a) Application
TThe application must be made in person by the voter concerned, by completing the postal vote form available at all Spanish post offices
In case of illness of disability (which must be accredited by an official medical certificate), the application can be made by a representative on the voter's behalf. The application cannot include more than one voter, nor can the same person represent more than one voter.
All the aforementioned documents are free of charge.
b) Submission location
The application form, duly completed and signed, shall be submitted to any the post office (Correos). The postal worker who receives it shall request the National Identity Code of the voter concerned. Under no circumstances shall a photocopy of the National Identity Code card be accepted.
Applications for a postal vote will not be valid if sent by ordinary post.
c) Period in which apply for a postal vote
Postal votes may be requested from 3 April until 17 May 2007, inclusive.
Nevertheless, if you have the intention of voting by mail, we recommend processing your application as soon as possible.
d) Issuing a postal vote
Between the 7 and 20 May, the Delegation of the corresponding Electoral Roll Office shall send, by certified mail, the following documentation to the address indicated on the voter's postal vote application form:
On receipt of this documentation, the ballot paper of the candidacy selected shall be introduced into the voting envelope bearing the phrase: "Elecciones a la Asamblea de Madrid 27 de Mayo de 2007".

The electoral documentation sent by the Electoral Office must be delivered in person, in accordance with article 73.2 of the Organic Law on the General Electoral System, stating that “The accreditated acknowledgement of receipt of the documentation mentioned in the previous paragraph must be signed personally by the voter concerned, after having accredited his/her identity”. The voter's presence is required on two separate occasions: when applying for a postal vote at a post office, except in the case of illness or disability, and when receiving the electoral documentation (ballot papers and the Electoral Roll Certificate).
