WHO CAN VOTE IN THESE ELECTIONS?

Everybody who is registered on the electoral roll can vote.

In order to vote in these elections, you must be a registered citizen of the Community of Madrid, be of legal age and have no restrictions on your full public rights:

  • To be a registered citizen of the Community of Madrid you must be a Spanish citizen who, in accordance with the general laws of the state, is registered in one of the municipal areas of Madrid. In addition, Spanish citizens resident abroad who were last registered in the Community of Madrid and who demonstrate this at the relevant Spanish Consulate may also vote. Descendants of people registered as being Spanish, should they request it, also have the right to vote as determined by the Laws of the State.
  • Legal age is defined as having reached the age of 18 on or before polling day.
  • People who are not permitted to vote are:
    • Persons upon whom a final judicial decision which includes loss of voting rights has been passed.
    • Persons who have been declared incapable of voting by a final judicial decision, providing that said decision expressly states that they are incapable of exercising the right to vote.
    • Persons interned in a psychiatric hospital under judicial authorisation during the period of their confinement, providing that the judicial decision expressly states that they are incapable of exercising the right to vote.

It should not be forgotten that in addition to meeting the personal conditions required in order to vote, it is essential to be registered on the electoral roll. Any person who at the time of the election is not registered on the electoral roll, even should they be able to demonstrate that they meet the other conditions for voting, shall not be permitted to vote.

IS VOTING COMPULSORY?

No. Nobody can be forced or obliged to vote in any way, or to reveal how they voted.

Voting (exercising the right to vote) is universal, free, equal, direct and secret.

  • Universal - because everybody of legal age with full civil and political rights can vote.
  • Free - because nobody can be obliged to vote.
  • Equal - because all votes have the same value.
  • Direct - because our votes designate the people who we want to represent us in public affairs.
  • Secret - because nobody can be forced to reveal how they voted.

WHERE CAN I VOTE?

Voters may only vote at the polling station where they are registered, with the exception of those persons registered as representatives of a political party. Representatives of political parties may only vote in the polling station where they are registered to carry out their function as representatives of the party.

CAN PEOPLE VOTE IF THEIR 18TH BIRTHDAY IS ON POLLING DAY?

Yes, but they must be registered on the electoral roll

HOW DO I KNOW WHETHER I AM ON THE ELECTORAL ROLL AND WHERE?

Councils and Consulates must display lists of the up to date electoral roll for their respective areas for a period of eight days, starting on the sixth day after the elections are called (from 9 to 16 April).

The Electoral Roll Office will send all voters a voting card with the current details of their registration on the electoral roll and the polling station in which they are registered to vote, and will also inform all voters affected of any modifications to the polling stations.

THE INFORMATION ABOUT ME IS INCORRECT. WHAT SHOULD I DO?

Any person can present an administrative complaint to the Provincial Branch of the Electoral Roll Office about their registration or absence from the electoral roll during the time that this is on display (eight days starting from the sixth day after the elections have been called), from 9 April to 16 April.

Claims are resolved within three days and any rectifications made shall be displayed to the public on the seventeenth day following the notification (20 April). In addition, all complainants will be informed directly of the decision, together with the corresponding Councils and Consulates.
