The Electoral Administration is regulated by Chapter III of Part I of the Organic Law, all the sections of which are directly applicable to autonomic elections, even though section 8.2 provides the option of creating an Electoral Board in the Autonomous Community, in which case the existence of said Electoral Boards depends on their own rules or, where appropriate, the corresponding Regulations.

Given the uniprovincial nature of the Community of Madrid, the superpositioning of two electoral boards, autonomic and provincial, within the same territory and with similar competencies is considered inappropriate. For this purpose, the option chosen is to transfer all the competencies that correspond to the Electoral Board of the Community of Madrid to the Provincial Electoral Board, with the objective of simplifying and reducing the costs of the electoral procedures.

During the electoral campaigns the special system established by the electoral rules shall be applied. The Electoral Board, which normally acts through the Board of Directors or, in case of emergency, the General Manager, shall be responsible for the application and control of said rules.
