ELECTORAL TABLE COMPOSITION

Each Polling Station shall have one or more Electoral Table responsible for presiding and organising the voting of the Elections of 27 May 2007, carrying out the count and ensuring compliance with the Electoral Law in force on the voting day.

The Electoral Table shall be comprised of a Chairperson (who must be registered at the Table, educated to secondary school or occupational training level and less than 65 years old) and two Members (who must be registered at the Table, be literate and less than 65 years old). In the event of Elections, as is the case, the Electoral Table shall be common to all of them.

The roles of Chairperson, Member and Acting Member are compulsory and non-attendance on election day to perform their duties shall be penalised with imprisonment from one month and one day to six months.

The Chairperson and Members of each Table are appointed by public draw, which shall be carried out by the Town Councils between 28 April and 2 May.

The appointment of Electoral Table members shall be notified to those concerned within a period of 3 days and they shall have 7 days to present justified and documented causes that prevent them from accepting the role.

Subsequently, should it prove impossible for any of the persons appointed to report for duty, this must be notified at least 72 hours before election day and relevant reasons must be furnished.

The Chairperson and the two Members of each Electoral Table, in addition to the Acting Members, must arrive at the polling place assigned to their Electoral Table at 8 am on 27 May .

FORMATION OF THE TABLES

At 8 am on voting day, the Official Chairperson and two Acting Presidents, and the Members and two Acting Members must arrive at the assigned polling place in order to form and preside the Electoral Table to which they have been appointed.

The Electoral Table shall be formed before 8:30 am by the Chairperson and the two Members; i.e. with the three electors amongst those assigned the roles of Chairperson and Members, whether Official or Acting. Consequently, the Electoral Table cannot be formed without the presence of a Chairperson and two Members.

In the event of non-attendance by the appointed Electoral Table members to form said Electoral Table, these shall be substituted in the following manner:

  1. If the Official Chairperson fails to attend, he/she shall be substituted by the First Acting Chairperson.
  2. If the First Acting Chairperson also fails to attend, he/she shall be substituted by the Second Acting Chairperson.
  3. If neither of the above attend, the electors listed below shall occupy the Chair in the following manner:
    • First Official Member.
    • Second Official Member.

Those Official Members who failed to attend or have already occupied the role of Chairperson, shall be substituted by their respective Acting Members.

If by 8:30 am a minimum number of three of the voters assigned as Chairperson or Members, required to form the Electoral Table (including the Acting Presidents and Members) have not arrived at the polling place, the Inspectors or other voters present must immediately telephone the corresponding Local Electoral Board in order to proceed with the appointment of a representative who shall go to the polling place to assign the new Electoral Table components from amongst the voters present.

If, despite the aforementioned procedure, the Electoral Table has not been formed by 10:00 am, the representative appointed by the Local Electoral Boards shall notify said circumstance to the Electoral Board, which will call a new vote in said Electoral Table within the following two days.

At 8:30 am, the Chairperson shall draw up the Electoral Table Formation Minutes, which must be signed by the Chairperson, Members and Inspectors.

Said Minutes shall obligatorily include the names of the voters with whom the Table was formed and under what concept, in addition to the names of the Inspectors and their assigned candidatures.

Finally, once the Electoral Table has been formed and the Electoral Table Formation Minutes drawn up, voting shall commence at 9:00 am.
