What is the electoral roll?

The electoral roll is a database containing the registration of persons who meet voting requirements and who are neither permanently nor temporarily deprived of the right to vote.

In addition to the name and surnames, the only details required to identify the voter in the act of voting, the voter's D.N.I. (Personal Identification Card) number shall also be included in the census details.

The electoral roll is made up of the Voters Resident in Spain Roll (CER) and the Electoral Roll of Residents who live abroad (CERA) and it is the only electoral roll for all elections.

The electoral roll is permanent, it is the sole electoral roll for all elections, and it is updated monthly.

Registration in the electoral roll is compulsory.

Who draws it up?

Local Councils, Consulates and Consular Sections of Diplomatic Missions are legally responsible for processing voter registration while the Electoral Roll Office is the body responsible for producing the electoral roll.

The Electoral Roll Office is contained within the National Statistics Institute and performs its functions under the management and supervision of the Central Electoral Board.

The Director of the Electoral Roll Office is the President of the National Statistics Institute and the Provincial Delegates of the Electoral Roll Office are those of the National Statistics Institute.

In order to draft the electoral roll, the Office:

  • Coordinates the Electoral Roll preparation process for the purpose of giving instructions to the Town Councils and Consulates, in addition to those persons responsible for the Civil Registry and Central Registry of Convicted and Rebels.
  • Supervises the Electoral Roll preparation process and in this regard may inspect the Town Councils and Consulates.
  • Controls and reviews ex-officio the inscriptions and cancellations processed by the competent bodies and prepares a national voters file.
  • Eliminates multiple inscriptions of a single voter which have not been detected by the Town Councils and Consulates.

What electoral roll will be used on 27 May?

The Electoral Roll which will be used in the present electoral process is the electoral roll that was closed on the first day of the month prior to the date on which the election was called; that is, with regard to the elections to the Assembly of the Community of Madrid on 27 May 2007, the electoral roll will be that of 1 March 2007.

Nevertheless, during the Electoral Roll rectification period, new changes may be made with the result that it may be said that we have one of the most up-to-date and complete electoral rolls of any neighbouring country.

How can I know whether I am on the electoral roll and where?

The Town Councils and Consultates must display the valid electoral lists of their corresponding municipalities between 9 and 16 April.

The Electoral Roll Office shall send all voters a census card showing the updated details of the voter's inscription in the Electoral Roll and corresponding Ward and Electoral Table, in addition to notifying any modifications in terms of Wards, Polling Stations or Electoral Tables to those voters concerned.

My details are wrong: what should I do?

Any person may lodge a complaint before the Provincial Branch of the Electoral Roll Office regarding his or her inclusion in or exclusion from the Roll during the period when lists are displayed (eight days, from the sixth day after elections are called) from 9 April to 16 April.

Within three days, said Provincial Branch, shall resolve the complaints and request the corresponding rectifications, which must be displayed to the public on the seventeenth day after the notification of elections (20 April). In addition, all complainants shall be informed directly of the decision, together with the corresponding Councils and Consulates.

What is an electoral roll certificate?

Electoral Roll certificates are issued exclusively by the Provincial Department of the Electoral Roll Office once the period for rectifications and complaints has closed. These may be certificates of registration in the electoral roll or correction of material errors.

Certification of registration constitutes proof that the person presenting it certifies registration in the electoral roll despite not being in the lists.

With regard to error correction certification, the voter does appear in the list but there is an error in his or her details (name, surname, address).

Certificates must be shown when voting.
