What must I do to vote by post?

If you wish to vote by post, you must go – between 3 April and 17 May – in person and with your National Identity Card to any post office and fill in the form to request a certificate of registration in the voting register.

The post office assistant will ask the voter for his or her National Identity Card and will compare signatures. A photocopy of the National Identity Card will not be accepted under any circumstances.

The post office sends all this documentation to the corresponding Provincial Department of the Electoral Roll Office within three days for the latter to check the registration; enter the details in the register, so that on election day the vote is not cast in person, and issue the certificate requested.

The Electoral Roll Office will send the voter by registered mail, from 7 May on, at the address given or, failing this, to the one held by the electoral roll:

  • a ballot paper for each option and a voting envelope.
  • the certificate of registration in the electoral roll.
  • an envelope showing the address of the Table where the vote must be cast.
  • an explanatory leaflet.

Acknowledgement of receipt of the documentation mentioned in the previous paragraph must be signed personally by the person concerned after providing proof of identity. If the voter is not at home, he or she will notified that they must report in person or by authorised representation, notarial or consular, at the corresponding post office to receive, on showing proof of identity, the postal voting documentation, the content of which will be expressly specified in the notification.

Once the voter has chosen the ballot paper, he or she must insert it in the voting envelope and close it.

The envelope and certificate will be included in the envelope addressed to the Table and will be sent by registered mail at least three days before the elections are held, that is, before 24 May. This envelope needs no stamp. It must be remembered that the voter need not go in person to the post office to register the voting envelope; another person can do this on his or her behalf (Central Electoral Board Agreement 10 May 1995)

The Postal Service will keep all correspondence addressed to the Electoral Tables until polling day and will deliver it to the Tables at 9 am. In addition, it will continue to deliver any correspondence received on that day, until 8 pm. The Postal Service will keep a record of all documentation received, which will be at the disposal of the Electoral Boards. Envelopes received after 8 pm of voting day will be sent to the Area Electoral Board

What are the deadlines for postal voting?

The relevant dates for postal voting are:

  • Request for postal vote between 3 April and 17 May at any Post Office.
  • Receipt from 7 May, by certified mail, of the documentation from the Electoral Roll Office.
  • Issue of vote, by certified mail, before 24 May.
