Filming with COVID-19

In the context of the current health crisis caused by COVID-19, the Regional Ministry of Health of the Community of Madrid, our health authority, has established a series of preventive measures through a set of regulations to implement temporary and exceptional measures to contain COVID-19 for public health reasons.

The Regional Ministry of Culture and Tourism of the Community of Madrid has assisted in clarifying the doubts about some sections of those regulations and has referred them to the Regional Ministry of Health so that they could explain their implications and appropriate implementation.

The clarification of the Regional Ministry of Health states that:

Audiovisual filming is considered a professional activity. Since most of the shoots are carried out on public thoroughfares, filming crews working throughout the Community of Madrid territory (including containment and prevention areas) are allowed to enter and leave these areas, with the corresponding justification and documentation issued by the production company. These rules are subject to order 961/2020 of 5 August of the Regional Ministry of Health , regarding audiovisual filming.

First provision
  1. All establishments, venues and premises open to the public in the Region of Madrid shall close at the legally authorised closing time, which may under no circumstances exceed 21.00 hours, with the exception of pharmaceutical establishments, health centres, social centres and services, veterinary centres, food delivery services, petrol stations and others essential services, i.e., services that provide or carry out essential activities that cannot be postponed.
  2. The time limitation set out in the previous point shall not apply to institutional and professional activities that take place in premises that are not open to the public.

  • Article 5: restriction of the freedom of movement during nighttime
    1. Between 23:00 and 6:00 citizens can use public roads or spaces for the following activities::
      1. fulfilment of professional, business, institutional or legal obligations.
  • Article 6: restriction of entry to and departure from autonomous communities and cities
    1. Entry and departure of people from the Autonomous Communities and Cities is restricted, except for certain cases that take place for any of the following reasons and are duly documented:
      1. fulfilment of professional, business, institutional or legal obligations
  • Article 7: Limiting the presence of groups of people in public and private spaces.
    1. The limitation provided for in this article shall not include professional and institutional activities or those activities under specific regulations in the applicable legislation.

There are two interpretative criteria on the above paragraphs in order to clarify and regulate their application
  • Actors and actresses shall be exempt from the use of masks exclusively during the filming of audiovisual works and shall comply with the health and safety measures designed for each particular case based on the recommendations of the health authorities.
  • Crew size shall be reduced to the absolute minimum number of people, maintaining the corresponding social distance of at least 1.5 metres if and when the type of activity allows it, and wearing a mask, except for actors and actresses exclusively at the time of filming.

  • Compliance with the overall health and safety measures generally applicable.
  • Compliance with new safety measures:
    1. Crew size shall be reduced to the absolute minimum number of people.
    2. If and when the type of activity allows it, social distancing of at least 1.5 metres shall be observed.
    3. When the type of activity does not allow to respect social distancing, those involved shall use the personal protective equipment suitable for the risk level.
    4. In cases where the nature of the work does not allow for social distancing nor using the personal protective equipment suitable for the risk level, as it is the case for actors and actresses, specific health and safety measures adapted to that case following the recommendations of the health authorities shall be taken.
  • Filming may take place in studios and private spaces, as well as in public spaces with the corresponding authorisation from the local authorities.
  • Enclosed areas shall be cleaned and disinfected prior to filming.
  • Filming may take place in studios and private outdoor spaces after an occupational risk assessment and appropriate preventive measures have been taken.

  • Article 30: COVID-19 health and safety measures for audiovisual productions
    1. recommendations shall be established to ensure that the transfer to work and filming sites is carried out with the least possible risk, and workers shall report the means of transport they use in each case
    2. in all make-up, hairdressing and costume activities, personal protective equipment appropriate to the level of risk must be used in order to guarantee the protection of both the worker and the artist. It is also necessary to respect social distancing of two metres between artists and to disinfect all materials after each use.
    3. measures shall be implemented to ensure that garments are sanitised before they are made available to other persons.
  • Article 31: requirements for shooting
    1. It is allowed to film on film sets and in private spaces, as well as in public spaces with the corresponding authorisation from the City Council.
    2. Enclosed areas shall be cleaned and disinfected before filming takes place, in accordance with Article 6
    3. Filming may take place on film sets and in private outdoor areas following an occupational risk assessment and the implementation of appropriate preventive measures.
    4. Shoots in which there is no direct physical interaction involving contact between actors and/or actresses are allowed, in accordance with the general COVID-19 health and safety measures issued by the health authorities. In the case referred to in Article 30(d), people in charge of the shoot must apply specific measures for that situation based on the recommendations of the health authorities.
  • Article 32: protective equipment, signalling and information on the applicable requirements
    1. Signage, information signs with health and hygiene measures or any other messages deemed appropriate to ensure compliance with hygiene and COVID-19 prevention measures shall be installed on film sets.
    2. The production company must provide its crew with the appropriate prevention elements for the correct performance of their work.
    3. Where possible, the minimum social distance shall be indicated by ground markings or by the use of beacons, signs and markings
